Transport Forum

The Transport Forum was established in 2002 to provide a forum to consider transport evaluation issues. Following the first meeting and the issues of interest raised, the charter was broadened to cover any transport topic of interest. The topics discussed to date have included pricing of air services and rail access, the future of international shipping, factors affecting demand for road and rail transport, environmental costs of transport and of course evaluation techniques.

The forums are generally held on the third Tuesday of even numbered months, but there is some flexibility in the schedule to take account of the availability of speakers. The locations vary, but are all in the city. The Department of Transport, the Australian Competition and Consumer Commission and the National Transport Commission have all hosted meetings in the recent past.

Transport Economics Forum 5 pm, 18 September 2012
 
At the next Transport Economics Forum Joe Monforte, Director, Infrastructure Risk Management, Commercial Division, Department of Treasury & Finance will give a presentation on “The High Value/Risk Framework  - setting the foundations for successful transport infrastructure project delivery”.
 
The Victorian Government introduced the High Value/High Risk project assurance framework to improve the delivery of major infrastructure projects. In his presentation, Joe will outline key features of this framework and other measures being implemented by the Victorian Department of Treasury and Finance to drive better transport infrastructure project outcomes.
 
Joe Monforte has had an extensive career as a senior officer in the Department for Treasury and Finance (DTF). This includes a period as a Director in DTF’s Budget Financial and Management Division, where he was responsible for providing advice to the Victorian Government on both aggregate budget strategy and portfolio-specific budget management and policy issues. More recently, Joe held the role of Director, Taxation Policy and Intergovernmental Financial Relations and played a leading role in advising the Government on state taxation policy, gambling policy and federal financial reform issues. 
 
In February 2011, Joe was appointed to the role of Director, Infrastructure Risk Management. In that capacity, Joe is responsible for providing advice to the Victorian Treasurer on the development and delivery of the State’s infrastructure investment projects, including the implementation of enhanced planning and governance processes for high value/high risk projects.


The session will be in the Department of Transport Theatrette, L5, 121 Exhibition Street, from 5 to 6.30pm on Tuesday 18 September 2012.
